Quality of management practices in Finnish vocational upper secondary education
Abstract
The study examines the quality of management practices in Finnish vocational upper secondary education institutions. The analysis applies the same methodology (the WMS method) that economists have recently used successfully in several countries and across multiple sectors.
According to the results, the quality of management practices in Finnish vocational education is, on average, quite good. Relative strengths are associated with practices related to instructional management, while relative weaknesses are found in human resource management practices. However, average results conceal substantial variation both between education providers and between different institutions within the same provider.
The relationship between the quality of management practices and outcomes in performance-based funding metrics is somewhat unclear and, in some cases, even contradictory. (AI translation)
