Summary

This study examines the development of learning outcomes in basic education and equality of educational opportunity in Finland. The first objective of the study is to produce a comprehensive long-term overview of the relationship between learning outcomes and family background, as well as possible differentiation and the development of educational resources, drawing on register-based data. The sec-ond objective is to describe the problems associated with the current data infra-structure of the education sector and to identify what changes are needed so that the functioning and effectiveness of basic education can be assessed in the future on a knowledge-based foundation. The study concludes with recommendations.
