Abstract
This policy brief presents the key findings of the project “Functioning of the service system: part-time work, temporary work, and transitions to full-time employment.” The use of adjusted benefits while working has increased significantly in Finland. The administrative traps associated with adjusted unemployment benefits have decreased reforms, but have not been completely eliminated. These administrative challenges are now related in particular to the reporting of working hours. There is also room for improvement in employment services for partially unemployed jobseekers.
