This work examines that branch of social policy which aims at regionally balanced social and economic development throughout the country. Although there may be agreement on this general objective of regional policy, at the level of social policy instruments the efforts to achieve regional equalisation are not straightforward. The range of regional policy instruments is ultimately determined by the framework — the approach — with which spatially occurring development is examined.

The first part of the book distinguishes three regional theoretical approaches and the regional policy options derivable from them. The second part describes the structural features of Finland’s regional development and characterises regional polarisation. The third part examines the regional policy pursued in Finland and outlines the most central lines of action for regional policy in the coming decade of the 1980s.

The author of the book, Licentiate of Social Sciences Kimmo Kiljunen, is currently pursuing postgraduate studies at the University of Sussex in England. His earlier research has focused on analysing Finland’s peripheral state position and internal regional polarisation.
