The finnish wage bargaining system – views of the social partners
Abstract
This study seeks to find out the views of the Finnish social partners towards the wage bargaining system. To that end, the study used a questionnaire survey, directed to the employers and three personnel groups, i.e. blue-collar workers, white-collar and upper-level employees, of Finnish firms. A similar survey was also sent to representatives of the unions and central organisations, including the public sector. The questions concerned the performance of the present bargaining system, how to improve it in the future, the types and the extent of local bargaining, profit sharing, the roles of taxation and social security, and the future challenges facing the Finnish wage bargaining system. The results of the large survey are reported in this study by partitioning the answers into 14 employer and employee groups and by cross tabulating the answers according to 12 background variables. By this means, it is possible to evaluate the current bargaining system and to find out the views regarding its future evolution and the adjustment pressures facing it.
