Civil society and the adaptive capacity of society

The Finnish Innovation Fund (Sitra) launched the project “Social innovations, societal adaptability and economic success: towards a learning society” (YUK) in 2002–2003. The purpose of the project was to draw attention to factors that were, in one way or another, linked to Finland’s surprisingly rapid recovery from the early 1990s recession.

The only major remaining problems were persistently high unemployment and a relatively large share of long-term unemployment.
