Competitive tendering of elderly care housing services
Abstract
This study examines the provision and competitive tendering of residential care services for the elderly (nursing homes and intensive assisted living) that provide 24-hour care. Interest in alternative ways of organising these services has increased in Finland due to population ageing and rising social and health care expenditure.
Traditionally, these services have been provided by municipalities in cooperation with the Slot Machine Association (Raha-automaattiyhdistys) and non-profit organisations (associations and foundations). According to procurement legislation, outsourcing service production to the private sector now requires competitive tendering, which has clearly increased, while the importance of private service providers has grown.
The study reviews theoretical perspectives on the organisation, financing, production, and competitive tendering of public services. It includes an overview of elderly housing service provision in Finland and empirical findings on competitive tendering from Sweden. The study analyses which factors increase municipalities’ likelihood of competitively tendering elderly housing services in Finland and presents results from surveys on competitive tendering directed at municipal officials responsible for these services.
