Searching for new growth. What kind of industrial policies will return to Finland and Europe?
Abstract
The climate change, slow productivity growth and the protectionist policies of other countries provide new reasons for targeted industrial policies in Finland and in the whole EU. However, the industrial policy strategies of Finland and EU differ in essential ways. The Finnish strategy aims at increasing the number of firms involved in R&D, although it would be more reasonable to concentrate resources on their most important uses, as the EU strategy suggests. The reforms of the labor market that are suggested in the Finnish strategy aim at reducing the attractivity of being unemployed, while the measures of the EU strategy aim at making labor market participation more attractive. Such measures would be desirable also in Finland. International comparisons suggest that information intensive services would form a potential source of productivity growth and economic growth for Finland.
