Foreword

The present sub-report is the first part of the project “Privatisation in Central Government.” The project was launched in spring 1987 in collaboration with the Labour Institute for Economic Research (TTT) and the Joint Organisation of Civil Servants and Employees (VTY). The purpose of the project is to increase general knowledge of the causes and consequences of privatisation and thereby to produce basic material for the debate taking place in society and in the trade union movement.

The project was delimited to cover primarily those sectors that fall within VTY’s membership base. The areas under examination therefore became the organisations of VTY’s member unions and the privatisation developments that have taken place within them. The membership bases of KTV (a partial member union), the Metalworkers’ Union, the Finnish Seamen’s Union (a partial member union), and the Ship Officers’ Union are not, however, subject to examination in the project.

The reporting of the study is divided into two parts. The present Part I is a general overview examining research conducted in various countries. Part II contains relatively detailed reports on the developments that have taken place in the organisations within the aforementioned membership base. Special attention will, however, be directed at the maintenance sector of the National Board of Public Roads and Waterways (TVH).
