8.4. Anni Koskinen (Finnvera):From Risk to Exports: The Firm-Level Effects of Public Credit Guarantees (hybrid).

Abstract: This paper examines the relationship between publicly backed export credit guarantees and firms’ export performance using a firm-destination panel covering 2011–2023. We combine administrative records from Finnvera with customs data and estimate fixed-effects models that exploit within-firm variation in guarantee use across export markets and over time. Guided by theories of trade with financial frictions, we analyse both extensive and intensive margins using linear probability models and Poisson pseudo-maximum likelihood estimators. Our results show a robust positive association between the availability of guarantees and export outcomes, with particularly strong correlations in riskier, non-high-income destinations. Guarantee recipients are larger, more capital-intensive exporters, and heterogeneity analysis indicates that effects vary systematically by firm size, industry, and destination risk profile. While we refrain from making strict causal claims, the findings provide new evidence on how official export credit support shapes export patterns in a small open economy.
